Paliwanag ni Senate President Escudero kung bakit inilipat mula Hunyo 2 sa Hunyo 11 ang Presentation of Articles of Impeachment kay VP Sara

SINABI ni Senate President Francis “Chiz” G. Escudero na ang pagtatanghal ng Articles of Impeachment laban kay Vice President Sara Duterte ay ililipat sa Hunyo 11, 2025 mula Hunyo 2 upang unahin ng Senado ang mga priority legislative measures bago mag-adjourn ang 19th Congress.

Ang Kongreso ay nag-adjourn sine die sa Hunyo 14, 2025 at anim na araw na lamang ng sesyon ang natitira sa dalawang linggong iyon, binigyang-diin ni Senate President Escudero na may kagyat na pangangailangang magpasa ng ilang priority measures na nakabinbin sa lehislatura.

Sa isang liham na ipinadala kay House Speaker Ferdinand Martin Romualdez nitong Mayo 29, 2025, na ang kopya nito ay ipinadala din sa tanggapan ni Bise Presidente Duterte, sinabi ng Pangulo ng Senado na mayroong hindi bababa sa 12 mahahalagang hakbang na ipinangako ng Kongreso na ipasa sa natitirang bahagi ng 19th Congress.

Gaya ng tinalakay ng mga pinuno ng Kongreso kasama si Pangulong Ferdinand Marcos Jr. sa pulong ng Legislative-Executive Development Advisory Council noong Huwebes, Mayo 29, 2025, ang mga sumusunod na panukala ay binanggit bilang mga prayoridad:

1. Amendments to the Foreign Investors’ Long-Term Lease Act;
2. E-Governance Act;
3. Open Access in Data Transmission (Konektadong Pinoy Act);
4. Rationalization of the Fiscal Mining Regime;
5. Amendments to the Universal Health Care Act;
6. Virology Institute of the Philippines;
7. Government Optimization Act;
8. Amendments to the Right-of-Way Act;
9. Setting the Term of Office of Barangay Officials and Members of the Sangguniang Kabataan
10. Judicial Fiscal Autonomy;
11. Denatured Alcohol Tax; and
12. Anti-POGO Act

“With only six session days before the sine die adjournment, it is imperative for the Senate and the House of Representatives to prioritize the passage of these measures, consistent also with the administration’s thrust to align our government with the people’s needs and expectations,” sabi ni  Escudero.

Bukod sa pag-apruba ng mga panukalang batas, binanggit din ng Pangulo ng Senado ang pangangailangang kumilos sa mahigit 200 presidential appointments, kabilang ang tatlong cabinet secretaries, apat na opisyal ng constitutional commissions, 39 foreign service officers, at 277 officers ng Armed Forces of the Philippines.

Orihinal na itinakda para sa Hunyo 2, 2025, ang pagtatanghal ng Mga Artikulo ng Impeachment ay isang kinakailangang unang hakbang upang simulan ang mga paglilitis sa impeachment sa Senado.

Sa sandaling iharap sa plenaryo, maaari nang buuin ng Senado ang impeachment court at magsagawa ng paglilitis sa Bise Presidente. Halaw mula sa ulat ng Senate of the Philippines.
