PBBM, binuksan sa publiko ang paggastos ng pamahalaan, inilunsad ang susunod na yugto ng fiscal reforms

PINANGUNAHAN ni Pangulong Ferdinand R. Marcos Jr. nitong Biyernes ang paglulunsad ng susunod na yugto ng fiscal reform agenda ng administrasyon sa pamamagitan ng pag-eendorso sa updated Philippines’ Public Financial Management (PFM) Reforms Roadmap 2024–2028 at paglulunsad ng Department of Budget and Management Centralized Open Monitoring Platform for Appropriations and Spending Statistics (DBM COMPASS)—isang makabagong digital transparency platform na magbibigay sa mga Pilipino ng mas malinaw na paraan upang makita kung paano inilalaan at ginagastos ang pondo ng pamahalaan.

Ang dalawang inisyatibang ito ay kabilang sa pinakamahalagang reporma ng administrasyon sa larangan ng good governance. Pinagsasama nito ang mas matatag na fiscal management at mas bukas na access ng publiko sa impormasyon tungkol sa National Budget upang higit pang mapalakas ang transparency, accountability, at tiwala ng mamamayan sa pamahalaan.

“On this occasion, we reaffirm a simple but defining belief of this administration: Public funds belong to the people and must always be spent for their benefit. The PFM Reforms Roadmap 2024-2028 Midterm Update gives us the framework to put this belief into action by strengthening the systems that ensure that every peso is carefully spent and accounted for,” sinabi ni Pangulong Marcos sa ginanap na seremonya sa Malacañang Palace nitong Biyernes, Hunyo 26.

Inihanda ng Department of Budget and Management (DBM), sa pamumuno ni Acting Secretary Kim Robert De Leon, ang updated roadmap na nagsisilbing gabay ng pamahalaan sa pagpapatupad ng mga pangunahing reporma upang gawing mas moderno ang pagpaplano, pamamahala, monitoring, at paggamit ng pondo ng bayan sa susunod na tatlong taon.

“Public financial management is about ensuring that every peso entrusted by the Filipino people is used wisely, responsibly, and for its intended purpose. It is about making sure that public funds translate into better schools, better healthcare, better infrastructure, and better opportunities for every Filipino,” pahayag ni Acting Secretary De Leon.

Binuo ang updated roadmap matapos ang malawakang konsultasyon sa buong bansa na nilahukan ng mahigit 1,000 public financial management practitioners at isang komprehensibong assessment ng fiscal systems ng bansa.

Nakabatay ito sa resulta ng 2025 Public Expenditure and Financial Accountability (PEFA) Assessment, kasama ang mga karagdagang assessment sa climate-responsive, gender-responsive, child-responsive, at disaster-resilient public financial management. Sa tulong ng mga development partners, kabilang ang Asian Development Bank (ADB), natukoy ang mga pangunahing repormang kailangan upang lalo pang mapalakas ang public financial management systems ng bansa at masuportahan ang pambansang kaunlaran.

Nakatuon ang roadmap sa mga reporma sa planning and budgeting, cash management, public asset management, accounting and auditing, public procurement, digital public financial management, disaster risk management, local government financial management, capacity development, policy and legal reforms, at monitoring and evaluation.

Pormal na inendorso sa Pangulo ang roadmap ng Public Financial Management Committee principals sa pangunguna ni DBM Acting Secretary De Leon, kasama sina Department of Economy, Planning, and Development Secretary Arsenio Balisacan, Department of Information and Communications Technology Secretary Henry Rhoel Aguda, at Commission on Audit Chairperson Gamaliel Cordoba.

Muling pinagtibay rin ng Asian Development Bank, ang pangunahing development partner ng pamahalaan para sa PFM Roadmap, ang suporta nito sa reform agenda ng Pilipinas.

“Today’s endorsement is a shared commitment to real and lasting results. This roadmap is a whole-of-government response to the voices of the people, and we are proud to stand with you to deliver upon its promise,” pahayag ni ADB President Masato Kanda.
