IRR ng New Gov’t Procurement Act nailathala na

ACCESSIBLE na sa publiko at iba pang stakeholders ang Implementing Rules and Regulations (IRR) ng Republic Act (RA) 12009, o ang New Government Procurement Act (NGPA), matapos itong mailathala kahapon, ika-10 ng Pebrero 2025.

Ang paglathala sa IRR ng NGPA ay kasunod ng pag-apruba at finalization nito sa meeting na pinangunahan ni Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman at ng Government Procurement Policy Board-Technical Support Office (GPPB-TSO) noong ika-4 ng Pebrero 2025. Ang IRR ay magsisilbing guidelines para sa pagpapatupad ng new government procurement law.

Matatandaang nilagdaan bilang batas ni Pangulong Ferdinand “Bongbong” R. Marcos Jr. ang RA 12009 noong ika-20 ng Hulyo 2024, na pinabubuti ang may ilang dekada nang RA 9184, o ang Government Procurement Reform Act, sa pamamagitan ng pagmodernize dito at pagtataas ng antas ng transparency sa government procurement process.

“Under Republic Act No. 12009, data and documents at all stages of procurement—from planning to contract implementation—will now be disclosed for public monitoring,” pahayag ni Sec. Mina sa isang side event sa katatapos lamang na Open Government Partnership (OGP) Asia and the Pacific Regional Meeting.

“On February 4, we witnessed the approval of the Implementing Rules and Regulations (IRR) of the NGPA! This is one of the fastest, if not the fastest crafting of an IRR, which usually takes years; this time, it took only six months! This is a testament to our commitment to ensuring that this law is not only passed but truly implemented,” pagpapatuloy ng Budget Secretary.

“As called for by our taxpayers, this allows our citizens to track government spending and ensures that resources are utilized efficiently and appropriately to improve public service delivery, true to the spirit of open and participatory governance,” dagdag pa niya.

Isinasaad ng IRR ang governing principle ng government procurement, kasama na ang transparency, competitiveness, efficiency, proportionality, accountability, participatory procurement, sustainability, at professionalism.

Nag-aapply din ang IRR sa lahat ng procurement sa kahit anong sangay, ahensya, departamento, bureau, opisina, o instrumentality ng Gobyerno ng Pilipinas, kasama na ang government-owned or controlled corporations (GOCCs), government financial institutions (GFIs), state universities and colleges (SUCs), at local government units (LGUs).
