MULA Lunes hanggang Miyerkules, Hunyo 9 -11, 2025, ilang mahahalagang pangyayari ang naganap sa Senado at House of Representatives na lalong nakapagpainit sa masalimuot na usapin tungkol sa impeachment complaint kay Vice President Sara Duterte.
Ayon sa pinakahuling ulat, hindi tatanggapin ng House of Representatives ang articles of impeachment laban kay Vice President Sara Duterte mula sa Senado kung hindi makakapagbigay ang impeachment court ng malinaw na utos.
“Mr. Speaker, I move to defer acceptance of the articles of impeachment until such time, as the Senate, sitting as an impeachment court, has responded to the clarificatory queries raised by the panel of prosecutors relative to the remand of the subject articles,” sabi ni House Deputy Majority Leader Faustino “Inno” Dy sa plenary session nitong Miyerkules.
Sinang-ayunan naman ito ng mga mambabatas.
Kahapon, Hunyo 11, pinagtibay ng House of Representatives ang isang resolusyon na nagpapatunay na ang impeachment complaint laban kay Vice President Duterte ay sumusunod sa Konstitusyon at hindi muna tinanggap ang remanded na
Ang House Resolution 2346, na inihain nina Deputy Speakers Aurelio Gonzales Jr. at David Suarez at House Majority Leader Manuel Jose Dalipe, ay nagpapatunay na ang impeachment proceedings na isinagawa noong Pebrero 5 ay ganap na sumusunod sa 1987 Constitution, the Rules of Procedure in Impeachment Proceedings of the House of Representatives, at iba pang Representatives ng Kamara.
“Resolved by the House of Representatives, to certify that the impeachment proceedings initiated on February 5, 2025 against the Vice President of the Republic of the Philippines, Sara Zimmerman Duterte, fully complied with Article XI, Section 3, paragraph 5 of the 1987 Constitution and the Rules of Procedure in Impeachment Proceedings of the House of Representatives, including the circumstances on the filing of the first three (3) impeachment complaints,” ayon sa resolusyon.
Mariin ding sinabi ng House of Representatives (HoR) prosecutors na hindi kailanman mapipigil ang impeachment ni VP Sara kahit pa ibinalik o isinagawa ng Senado ang ‘remanding’ sa HoR ang kaso.
Sa isang press briefing, sinabi ng mga prosecutor na sumunod sila sa Konstitusyon at lilinawin nila ang tinatawag nilang “nakalilitong” utos ng Senado o ng Impeachment Court.
Naniniwala si Rep. Gerville Luistro na wala nang makapipigil sa impeachment trial lalo na at pinadalhan na ng summons si VP Sara ng Senado.
“No one can stop this anymore, because jurisdiction has been acquired already by the impeachment court,” sabi ni Rep. Luistro.
Idinagdag pa niya na “There will be no… withdrawal [of the impeachment case] by the House. That is not allowed by the Constitution.”
Senado ibinalik (remanded) ang kaso sa House of Representatives
Matapos manumpa bilang mga senator-judges ang 23 senador nitong Hunyo 10, binigyan ng pagkakataon si Senator-judge Ronald Bato Dela Rosa na maghayag ng kanyang mosyon sa impeachment complaint ni VP Sara.
Tahasan niyang sinabi na dapat “ibasura o i-dismiss” ang kaso laban kay VP Sara na inayunan (o seconding) ni Senator-judge Bong Go.
Agad namang inamyendahan ito ni Senator-judge Alan Peter Cayetano at ipinaliwanag na mas mainam kung “ibalik” na lang o i-remand ito sa House of Representative at humiling ng sertipikasyon na ang pagsasampa nito ay “not constitutionally infirm.”
Matapos ang mahabang paliwanagan, pumayag si Dela Rosa na daanin sa botohan ang kanyang mosyon kung saan 18 senador ang bomoto upang “ibalik” ang kaso sa House of Representatives samantalang lima ng tumutol. Kasabay nito, nilinaw ng Senate impeachment court na ang pagbabalik sa HoR ay hindi pagbabasura sa kaso.
Ang mga bomoto laban sa pagbabalik ng kaso sa House ay sina Senator-judges Koko Pimentel III, Risa Hontiveros, Nancy Binay, Grace Poe, at Win Gatchalian.
Ang mga sumang-ayon ay sina Senator-judges Alan Cayetano, Pia Cayetano, JV Ejercito, Jinggoy Estrada, Bong Go, Lito Lapid, Loren Legarda, Imee Marcos, Bong Revilla Jr., Robinhood Padilla, Francis Tolentino, Raffy Tulfo, Joel Villanueva, Cynthia Villar, Mark Villar, Miguel Zubiri at Escudero.
Isinumite ng House of Represenatives ang articles of impeachment laban kay VP Sara sa Senado noong Pebrero 5.

Senate summons para kay VP Sara natanggap na ng OVP
Natanggap na ng Office of the Vice President ang summons na ipinadala ng Senate impeachment court, ayon sa pahayag ng OVP.
“The Office of the Vice President confirms receipt of the summons issued by the Senate impeachment court at around 11:05 a.m. today.”
