PINANGUNAHAN ni Department of Budget and Management (DBM) Secretary Amenah “Mina” Pangandaman, kasama si Department of Economy, Planning, and Development (DepDev) Secretary Arsenio Balisacan, ang unang Special Program Convergence Budgeting Steering Committee (PCB-SC) meeting na nakatuon sa pagbabawas ng baha at seguridad sa tubig, kung saan nananawagan siya para sa isang pinag-isang masterplan upang tugunan ang paulit-ulit na problema sa pagbaha sa Metro Manila at iba pang climate-related water issues sa Metro Manila.
“This convergence budgeting is just the first among our series of meetings and consultations on flood and water management. We all know how important it is—nasa SONA (State of the Nation Address) ng ating Pangulo itong flood control. From our end at the DBM, we need a masterplan for the entire Metro Manila. LGUs are also open to provide funding, kailangan lang ng integration,” pahayag ni Secretary Mina.
“Among the assignments is to provide us [PCB-SC] with a menu of solutions. Hindi isang flood control works for every area. So, [we need] a menu of possible solutions kung anong klaseng mga proyekto ang kailangan ipakita natin sa mga LGUs,” dagdag niya.
Ang PCB-SC meeting ay bahagi ng mas malawak na convergence budgeting approach ng administrasyon para mapabuti ang koordinasyon at resource alignment para sa mga masalimuot, cross-sectoral na mga hamon tulad ng pagbaha. Nagsilbi rin itong plataporma upang masuri ang mga kasalukuyang programa at mungkahing solusyon sa ilalim ng Water Resources Program na pinamumunuan ng Department of Natural Resources (DENR)–Water Resources Management Office (WRMO).
Iginiit ni DepDev Secretary Arsenio Balisacan ang pangangailangan para sa pangmatagalan at masinop na solusyon. “We’re putting in much, much more money in budgets like AKAP [Ayuda sa Kapos Ang Kita Program] and MAIP [Medical Assistance to Indigent Patient]. It’s not rocket science, mas madaming long-term benefits [sa flood mitigation]. We want to complete these [impounding dams] by the end of this administration,” ipinahayag ni DepDev Secretary Balisacan.
Nagpahayag din ang DENR, sa pamamagitan nina Secretary Raphael Lotilla at Undersecretary Carlos Primo David, kung paano magiging multipurpose ang mga proyekto ng PCB sa hinaharap. “Flood mitigation is part and parcel of water resources. It’s the same water we consider a nuisance when it floods that we use for irrigation, drinking water, hydropower, ecotourism and aquaculture, therefore we would have to have that convergence of flood control projects that may have beneficial uses,” ani DENR Undersecretary David.
Upang umakma ang imprastraktura sa agham, ipinresenta ni Dr. Mahar Lagmay ng University of the Philippines Resilience Institute (UPRI) ang updated geohazard maps, na gagabay sa data-driven decision-making sa pagtukoy at pagbibigay-prayoridad sa mga lugar na may mataas na peligro.
Kabilang sa mga iminungkahing solusyon mula sa DENR ay ang nature-based approaches tulad ng green infrastructure, kasama ang tree planting at watershed protection, gayundin ang pagtatayo ng mga malalaking water impounding facility sa midstream at upstream areas.
“Maglalagay ng water impounding sa Camp Aguinaldo. Pwede din po natin lagyan ‘yung Liwasang Bonifacio sa harap ng Manila Central Post Office, ganoon din ang Raja Sulayman Park. Nag-iidentify pa po kami [MMDA] ng open spaces na pwede nating lagyan ng water catchment sa Metro Manila,” pagpapaliwanag ni Metropolitan Manila Development Authority Chairman Artes.
Sa pagtatapos ng programa, iniabot ni Secretary Pangandaman ang pinagsama-samang listahan ng FY 2025 flood mitigation projects kay Department of Public Works and Highways Secretary Manuel Bonoan para sa pagsusuri, upang makatulong sa pagtukoy kung aling mga proyekto ang dapat unahin na ipatupad.
Tinipon ng pulong ang mga matataas na opisyal mula sa mga pangunahing ahensya ng gobyerno, kabilang ang DBM, DepDev, DENR, DPWH, MMDA, Department of the Interior and Local Government, Department of Agriculture, Department of Agrarian Reform, Department of Energy, Department of Health, Metropolitan Waterworks and Sewerage System, at ang National Irrigation Administration, bukod sa iba pa.
